The peace negotiations are settled; that is to say, the plans suggested by Lord Salisbury, and agreed to by the Powers, have also been accepted by the Sultan. The great event of the week has been the action of the Senate in passing the Morgan Bill, recognizing the belligerency of Cuba. Belligerency, as you doubtless remember, means being engaged in legitimate warfare. The resolution was passed by a vote of 41 to 14.
